The factory service manual for 78 and forward has instructions for dealing with breaker point ignition that apply to all XS650 models from 1970 forward. Appendices to that manual contain instructions for servicing the transistor controlled ignition (TCI) that was fitted to North American models from 1980 forward. The service manual, appendix, and supplements as well as parts manuals for all years can be downloaded free from www.biker.net . In future, please bear in mind that the XS650 had a long production run and many changes were made to it, so please specify what you have.

1st thing would be a new battery, then a squirt of penetrating Electrical cleaner down the switch (Radio Shack cleaner is great).
Then I would do the same for the kill switch. after that check the points and clean them by pulling the cover (circular chrome cover 2 screws on RH side upper cylinder. Use some 120 or 180 grit emery paper to lightly sand the faces of both sets of points, then give a shot of the electrical switch cleaner lube.
Check the Main fuse under RH side cover to see if it has burned out, if it is you may have a serious short issue. Ask you r Father to see if he had any issues when he parked it. many of us that buy parked bikes don't have that luxury. Once you are up and running I'd pull the headlight and give those connections a shot of cleaner as well (ONE AT A TIME). Congratulations on the 650, once you get her up and running, a paint job and case polishing you will see why we love these old girls so much. I owned Hondas (305, 350 twin, 550-4 350-4) and Kaws 350 550 & 750 2 cycles and got rid of them before I killed myself, a 750 3 cyl Suzuki and 1000-4 Suzuki. I kept coming back to the XS650s especially if you do a lot of City driving, the sound is vintage and unique to a Parallel twin.
Good luck,
Larry Duane
