Can a bad petcocks, the vacuum type, cause gas to run from the carbs? It's not a small leak, the whole tank will lead out in about 10 minutes. I've taken the carbs apart, cleaned everything, and replaced the floats. I don't know what else to try.

Sounds like you may have a needle and seat problem. A tang on the float contacts the needle and forces it onto the seat to stop the fuel flow. You should check the float height as well. The petcocks are not working properly either if they flow fuel when the engine is shut off (vacuum type). Buy and install a set of aftermarket non vacuum type petcocks and be happy. Skimmer

Get manual, read manual, set float level. If floats or valves need replacement, buy genuine Mikuni parts or regret it.
