I think might be part 41 described on page 2.
I don't see where it gets (or should have) been installed???

Right, you've identified the part correctly. It's a baffle that somewhat impedes oil being blown out the crankcase breather. It fits in a recess in the cylinder head in front of the breather ports (two holes that vent into the breather box). Just think about what it does and you'll see how it should fit.

so does the cylinder head cover have to come off??
dang! looks like the whole head has to come off! new gasket! grief!
looks like that part was added in 74. is it possible I don't need it??

The part was there in earlier engines; Mamayama can be strange about what she lists and what she doesn't. Carburetor throttle shaft seals, for example, are exactly the same from the first BS38's on the XS1 through the last BS34's at the end of production; but they cease to be listed in XS650 parts manuals after 1979, although Yamaha continues to offer the part to this day.
In the absence of an aftermarket one-way valve, oil loss out the breather is bad enough with the baffle in place. It will be much worse if you leave it out.
